What gets priority? Script or Smart Bidding?

I have recently put the Weather Bidding script in place. However many of our campaigns use smart bidding. I believe smart bidding typically ignores manual bid adjustments. Does that still hold true if you use a script as well? Or does the script get priority if a bid adjustment is in place?

I would agree that, as per this Ads help center article about bid adjustments, if you are using automated Smart Bidding strategies including Target CPA, Target ROAS, Maximize conversions, and Maximize conversion value, you don’t need to make manual bid adjustments since those strategies automatically set bids to optimize for the conversion goal specified by the customer. If you make a manual bid adjustment to your automated Smart Bidding strategy, it won’t be supported.

 

On that note, if you're using the Bid By Weather solution script, please note that this script uses the method setBidModifier(modifier). Since this is product specific, if it is not possible to set bid adjustments using the Google Ads UI regarding that specific bid strategy type, then the script would just follow the same behaviour and would also do the same.
