Account limit issue without reaching the limits

Hi all,

I have an issue with one of my script: while creating an ad group with the script an error message is being shown:

Too many entities in this campaign

I re-read this help page:

https://support.google.com/adwords/answer/1704396?hl=en

"20,000 ad groups per campaign" - I am not even near to this limit

"20,000 ad group targeting items per ad group (such as keywords, placements, audience lists, and product targets)" - 4266 keyword + 3851 audience -> I think there is room for new entities as well.

Other limits are so high (millions) that I do not think there could be an issue with any of them.

One more interesting addition: I can still create an ad group manually inside this campaign.
