Can you bulk upload 'add' product groups?

I am able to bulk delete product groups, but whenever I try to do an addition in bulk upload for product groups I get "An error occurred.  Please try again later."  I am wondering if it is even possible to bulk add product groups, and if so how? 
In the bulk upload for adding, I am populating the following columns: 'Campaign ID', 'Ad group ID', 'Product Group', 'Partition Type', 'Action'.  I also tried adding a 'Parent Criterion ID' field in addition to the previous ones, but got the same error.  Once I get it working, I would also like to add a field for bidding.

Hello Mike,

Based on my understanding, you want to create/delete product groups via Bulk upload, but as you can see in the Bulk upload - supported entities documentation, it is not possible to create/remove product groups. However, since you mentioned "I am able to bulk delete product groups", could you confirm what do you mean by that?
