Location Targeting and Budget Allocation

Hello,

I have a client model that has produced clusters groups of zip codes based on propensity to purchase, and am looking to allocate spend across these zips based on their propensity ranking (maximize spend in the highest propensity cluster and move on to the next). I'm thinking there are two ways to approach this:
  • Set up campaigns for each propensity rank group (high, medium, low) and assign budgets and location targets based on the zips the model outputs
  • Use one campaign and set location based bid modifiers based on each cluster of zip codes
  • Is there another option? Is there a way to allocate a percentage of budget to a particular set of zip codes?
