{loc_interest_ms} returning blank values

Hi, I'm using the valuetrack {loc_interest_ms} variable to capture the locationID on clickthrough, however it seems all clicks that I am receiving from surfers are returning a blank value for {loc_interest_ms}. 

Sample TrackingTemplate (Adgroup Level): {lpurl}&group=GroupName&key={KeyWord}&device={device}&kid={targetid}

The hits I'm seeing in my server logs however have no {loc_interest_ms} values: 

Why are these locationids all blank? I rely on these ids to run reports in my scripts and can't run them without the ids being provided? All other valuetrack variables are working correctly. I am targeting hundreds of locations in my campaign settings so I don't see why they are blank?

I've also tried removing the tracking template and using just a finalurl, same result, the {loc_interest_ms} value seems to always be blank. The FinalURL is defined at the Ads level.
