Cannot submit the developer token approval form

Hi 

I am trying to submit the developer token approval form under by MCC account Adwords API centre however I kept getting "action not permitted".

May I know what rights should we have in order to just get this form submitted for Google review?

Only a user with admin access can apply for API access. If you do have administrator access, please let me know your emailid and MCC account number so that I can check further. You may opt to reply privately to author.
