Country code parameter for Custom Search Engine

Hello,

First of all  I would like to ask what is the difference between these two parameters, 1 and 2, which one should we use if we want the results for a specific country, and lastly what does the API default to in case the country parameter is not provided, is it GLOBAL or US, would love a timely answer so I can inform my employer.
