How do I make Forecast Reach work?

I'm using the sample code at <https://developers.google.com/google-ads/api/docs/samples/forecast-reach>. I've connected to my GoogleAdsClient and have attempted to evaluate
            ListPlannableLocationsRequest request = new ListPlannableLocationsRequest();
            ListPlannableLocationsResponse response = reachPlanServiceClient.ListPlannableLocations(request);
However, what I get in response is an error of 
"Message":"This request is not authorized to call ReachPlanningService. Developer Token not enabled: REDACTED"

How do I get my developer token (which works for everything else) to work with Reach Plan Service?

To investigate the issue further, could you please provide the complete request and response logs, with the request-id? If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link.You can provide it via Reply privately to author option. If this option is not available, you may send the details directly to our googleadsa...@google.com alias instead. Let me know if you have any questions.

Also, regarding developer token issues, I would recommend you please reach out to the API Compliance Team by filling out this form, as they handle all API access applications and would be better equipped to assist you with your concern.
