With regard to your concern for mutateMembers, kindly note that there is no mutateMembers method in Google Ads API. You may check our migration documentation (https://developers.google.com/google-ads/api/docs/migration/user-data-service) for Migrating to UserDataService, as it includes the equivalent of the following AdWords API Service to Google Ads API Service. Kindly note that, User list updates made through UserDataService don't appear as uploads in the Google Ads UI. We recommend that you use the OfflineUserDataJobService (https://developers.google.com/google-ads/api/docs/migration/user-data-service#offlinedatajobservice) if you're using the API to manage user lists that are also managed in the UI.
