Acquiring Developer Token without active Manager account

Dear Google Ads API team, 

In order to interact with the Google Ads API KeywordPlanService to get historical keywords, a developer token is required. There are quite some prerequisites for obtaining such token as can be read from the docs (link).

Would it be possible to receive a Developer token without an active Google Ads manager account, given the following use case? 

We believe that there's a lot of value in providing historical keywords data to companies/brands, in which they can find insights on how they compare with competition split by geography. This could potentially lead to an optimisation in google ads spend. 

To sum up, we have two questions:
1. Is there a way to recieve a developer token to consult companies on their competiveness per region?
2. How can we make sure this use case does not violate the 'permissible use' policy (link)

Hi,

Thank you for reaching out to the Google Ads API support team.

The developer token is like a license key and it is tied to a MCC account for approval purposes but once approved, you can use it to make calls against any Google Ads account within the organization. Please note that the developer token appears only for Google Ads manager and you need to have a Google Ads Manager account. I would suggest that you refer to the Obtain a developer token for more information.
