Hi,

Good day to you and thank you for reaching out to our API support team.

Regarding the error that you encountered, we recommend that you also perform an initial conversion_action report request. This is to determine if indeed the said conversion_action.resource_name that you specify in your conversion uploads exists in your account, prior to sending your upload requests.
