Thank you for reaching out to the Google Ads API support team.

Please be informed that I have removed your response from the forums as it contains the PII information.

After checking the Google Ads account (294-582-9645), I noticed that it is a client account but not a manager account. Please note that the API Center option is available only for the Manager accounts. You need to ensure that you are signed in with your Google Ads manager account then navigate to TOOLS & SETTINGS > SETUP > API Center. For more information, please refer to this link. 

Usually you can find managers associated with a client account from the Access and security -> Mangers tab. But in your account, I couldn't see any managers. I would suggest you to create a MCC account and link your client account to MCC account.

Once the manager account is created, you may apply for basic access or standard access. For more details, you may refer to this document to Obtain a developer token for your manager account.
