Unable to get Keyword Variation in Sandbox environment

Hi All,

I am unable to get keywords variations in sandbox.
Adwords has provided this tool but in API when I search a keyword for
variation it returns me the same value.. such as for mars cruise
google adwords is returning..
1. cruise mars
2. mars cruise

.. and if in real environment mars cruise returns various suggested
keywords and variations..

Is it a limitation in Sandbox?
