Doubt in conversion tracking

If a lead comes to my website without clicking my ad and submits a form, will that count in the conversion column?
Cause I have set my conversion tag on my Thank you page and currently I am not running ads. But even though I submit forms, the conversions are not showing up in google ads.

However, upon checking your concern, it appears that the issue is not regarding our API’s but rather on how conversions actually work which is more of a product related concern. On API's perspective, a conversion in Google Ads is when a user performs some specified action after clicking an ad or viewing a Display Network ad, such as purchasing a product, installing a mobile app, or signing up for an email list. On the other hand, as much as I wanted to assist you, I'm afraid that this kind of issues are out of our scope. Having said that, we would highly recommend reaching out to the Google Ads Product support team as their specialist there are more equipped in handling those kind of concerns.
