AND NOT in Rule-based User Lists for Remarketing

Hello, 

I'm creating User Lists for remarketing using the API. I understand that the lists in the UI and the API have a different underlying logic.

I've already read: https://developers.google.com/adwords/api/docs/guides/rule-based-remarketing

In the API a RuleItemGroup array will AND the RulesItems in the array and then the Rule will OR all the RuleItemGroups. Is there a way here to AND NOT a rule?

Maybe I can do that using a LogicalUserList combining a List that's a Negative Criterion but that seems more complicated.

Oh never mind. I guess It should work using the NOT_EQUAL in the rule I'm trying to AND NOT.
Should have thought about it a bit longer...
