Deleting Test Google ads manager accounts

Hello, I have created test google ads manager accounts but I can't seem to delete that, I need to remove that test account for further testing my app. 
Also is there a way to create a manager account using API ? so far I have found a create customer account for a manager but not a manager account

Thank you for reaching out. There was a system issue on our end so we were unable to respond to you earlier. The Google Ads accounts could not be removed through the APIs. You could reach out to the Google Ads Product Team via this link to consult how to remove them on the Google Ads UI. The manager account could only be created through the Google Ads UI.
