I cant option for creating ad Groups and keywords for a campaign

i have following steps for campaign creation, but through all steps i cant see place for ad group and keywords. After targeting location, the next option moves to creating ad assets like images, headlines for a display ad

kindly assist as i have created a campaign and i need it to have 15 ad groups
