Thank you for reaching out to the Google Ads API support team.
With regards to your concern, if your account is client account you can not see TOOLS & SETTINGS > SETUP > API Center. You should raise access through a Manager account.
Once you have received a developer token for your MCC account, you can use the same token for your client accounts. Kindly please note client accounts will not have the API Center in their tools/settings tab as this is only available to manager accounts.
