Why can't return any data from AD_PERFOMANCE_REPORT?

I can get data from ACCOUNT_PERFORMANCE_REPORT or CAMPAIGN_PERFORMANCE_REPORT through AdWords API written in python.

Here is my script that gets data from CAMPAIGN_PERFORMANCE_REPORT successfully：

Here is my script that failed to get data from AD_PERFORMANCE_REPORT 

No errors occur here, but it doesn't return any data. 

And I can't find any tips to solve it. Please help me. I want to get AdGroup data, Ad data and Campaign Placement data .
