How can I block all VPN and ASN IP Addresses from my Ads ~30,000 IP

Hello,

I have a number of ads campaigns that are getting targetted with a concerted and organized malicious campaign of fraudulent clicks and spam leads on my landing page. 

I have tried many IP blockers including Cloudflare whis has a limit of 10,000 IP addresses. There are another 26,000 ranges if I want to include all ASNs. This seems to be the only way to block all spam traffic from VPN or servers.

I would have thought Google would offer this as a feature given their size and capability, and ultimately I believe it should be an included option in Google Ads. 

I am getting my IP address list from here: https://github.com/X4BNet

We use Unbounce for our landing pages and WP for the main website.

Any suggestions on how I can block such a large number of IPs?
