Creating campaigns using test account requires billing information – how to avoid?

For creating a custom reporting tool for Google Ads, I created a test account.

When I now try to create a new campaign, I'm asked to provide billing information.

I don't want to provide any billing information. I'm a developer, developing against a test account. I'm not the owner of the production account.

How can I create campaigns for testing without providing billing information?
