Note that if a customer account can't be accessed because it is not yet enabled or has been deactivated,then you would encounter "authorizationError": "CUSTOMER_NOT_ENABLED" upon sending API requests to such accounts.
You may see this article on how to reactivate a cancelled Google Ads account. Once you reactivate your cancelled account, then you may send the API request. To retrieve account data, you may use customer report here https://developers.google.com/google-ads/api/fields/v13/customer
