GEO_PERFORMANCE_REPORT CityCriteriaId returns entities that aren't cities

When downloading GEO_PERFORMANCE_REPORT on a campaign that targets Netherlands, I have noticed that CityCriteriaId returns entities that aren't cities, 

for instance, 

Government of Amsterdam, North Holland, Netherlands

and many others.

I was expecting this column to only hold cities. 

What type of entities should I expect in CityCriteriaId?

To help us investigate further, could you reply privately (using reply privately to author option) with the report definition used as well as the actual generated report for Geo Performance and the row/s of those in question?

Hi Oleg,

I have implemented GEO_PERFORMANCE_REPORT and getting some location IDs which are not present in google location sheet. Even implemented CampaignCriterionService for location Criterion but getting the same issue. Following are the location ids.
200504 200506 200510 200511 200512 200515 200518 200519 200524 200527 200528 200529 200535 200539 200542 200544 200556 200557 200560 200561 200567 200571 200575 200602 200609 200611 200613 200616 200618 200623 200630 200635 200641 200650 200652 200659 200669 200678 200691 200751 200752 200753 200807 200819 200820

Even form CAMPAIGN_LOCATION_TARGET_REPORT we are getting ids like "310183455762" for these types of api's

Note: campaign location on adwords panel are given as latitude and longitude form.

Please let me know how to get location for these type of ids?
