Developers token basic access level rejected

Hi Team,

I am trying to get developer token basic access. Requested multiple times but i am not getting any positive responce even. Google team requested us to raise exceptional request.

But no respose. Once they responded saying we already have access but we have access with different manager accout.

Can you help us development stuck from one month.
