Thank you for following up, I do actually have an update for you.
First, it is possible for the close_variants field to be empty, so the behavior you're experiencing appears to be expected. The area of the UI that you pointed out is actually different from the close_variants field that comes from the API, and is not functionality that is currently supported in the API. If you want to see how close_variants is expressed in the UI, just use your cursor to hover over an individual keyword, when looking at that same page.
