DEVELOPER_TOKEN_NOT_APPROVED

I run GetCampaigns.java and get a error like

<errorString>QuotaCheckError.DEVELOPER_TOKEN_NOT_APPROVED</errorString>

My ads.properties all setup complete, it seems my token not avaliable. Should i check some email? But i have not recieve and email or how make google resend email to me?
