Can't Add Test Users to My Test Manager Account to Test the API

Hi,

I'm trying to write a program that uses the Google Ads API.  I have managed to create a test manager account, but I can't add a user.  Every time I try I get an error about not having billing setup (you can't setup billing on a test account) and nothing shows up in the list of sub accounts. 

Since you have to have a test account to get a working developer token, I don't know what to do.

Is anyone else having this problem or know of a solution?  Is it a bug on Google's end?

Hi Barry,

Thank you for reaching out to the Google Ads API support team.

With regard to your concern for adding user using your test account, as per our documentation (https://developers.google.com/google-ads/api/docs/first-call/test-accounts), it mentioned that since test accounts don't have budgets, you may see an error when creating a test sub-account in a manager account. You can ignore this error; the test account will still be created. Kindly check also the limitation (https://developers.google.com/google-ads/api/docs/first-call/test-accounts#limitations) that the test account has.
