Thanks for posting your concern.
The '
Call reporting' field of your account settings is currently not supported in AdWords API. The
CustomerExtensionSettingService that you mentioned can only be used to manage extensions at the customer/account level that you can see
Ads & extensions menu >
EXTENSIONS tab of your Google Ads UI. Also, you may refer to this

Call reporting' in your Google Ads UI.
