Google Adwords feed items

Hi Google AdWords  (Google Ads) Team!

I would like to ask you about Dynamic HTML5 ads and feed items. I have created a Dynamic HTML5 Ad and a Custom feed is assigned to a Campaign and to the Ad. 

Questions:

How Google AdWords decides which feed items will be shown in the Dynamic HTML5 Ad? 

Is it possible to mark some feed items as featured (those feed items will be shown every time, for e.g: something is marked as featured and that feed item will be the first in the carousel?), is there any way to do this?
