Is there a limit on the number of countries we can exclude from a campaign?

We been getting the error below trying to add more excluded countries to the campaign. I have searched the google ads api doc but not able to find any information on the limit. Is there a unpublished limit of the number of excluded countries for a campaign?

By reviewing your concern, I understand that you are encountering a "RESOURCE_LIMIT" error in the Google Ads API. I would like to inform you that this error occurs when the request exceeds the limit and this request would exceed a limit on the number of allowed resources. The details of which type of limit was exceeded will eventually be returned in ErrorDetails. I would suggest you pass the argument within the limit to avoid encountering the error. Kindly refer to the documents for more information on rate limits and system limits.

Numerous posted have identified what appears to be a bug with excluding countries.  It appears to be limiting to 122.  We are seeing this with the API, the offline tool, and the web interface.  

To reproduce, try to bulk add all 217 countries (all but US) to a campaign's excluded locations.  It will fail with the message "The number of entities exceeds the limit".  It will continue to fail until you reduce the list to 122.

Please escalate this to the appropriate devs to investigate.
