Google Ads .Net Client in .Net Core API context

I have a successful C# console app (.NET Core 2.2) that connects to the API using the client provided, and returns data. I am trying to add a .NET Core Web API project to access the same code, but it times out on any query I try to run ("TRANSIENT_FAILURE"). Is there something different that is needed in the config when running in a Web API context vs. console app? I copied the same config that worked in the console app.
