Wondering if there's a way to dynamically serve display ads based on keywords in a URL

For example we want to serve ads on "snagajob.com" which runs a search engine that has a common string "+pa" for all searches made in Pennsylvania. We would like all our ads to be served on all of the related search queries. I was wondering if there was a way to do this.
