I have executed the 'campaign_conversion_goal' report using the latest version, v22, and it returned 52 records. 

Regarding the BAD_RESOURCE_ID API error you encountered, note that resources returned with the type 'UNKNOWN' are not fully supported in the current API version. These resources may have been created through alternative interfaces, such as the Google Ads UI.

While you can select metrics when a resource has the ''UNKNOWN' type, you cannot mutate it through the Google Ads API.

The error you received when attempting to when attempting to 'MutateCampaignConversionGoals' with the 'UNKNOWN' category occurred because, in this API version, that category is treated as an unknown value and cannot be modified.
