403 error donwloading report from different machine

Hello,
When I download GEO performance report from my local machine (vagrant php symfony 2) everything is fine. With exact the same credentials + code I get a 403 error code when downloading the report. Looking to the list of 403 errors it seems that there can be a number of reasons. How do figure out what is wrong? I am using adwords v201509 version.

What is the report definition you are using for this? Could you please send me that and your client customer Id via Reply privately to author?
