Thank you for reaching out to Google Ads API support. According to our blogpost of Thursday, April 29, 2021, any developers applying for a new developer token after that day will only be given access to the Google Ads API. If you already have a developer token from before that date then you can follow the get started guide for Adwords, all the requirements are listed there. Feel free to get back to us.
