get adwords customer id using email in php or using js login

Is there any way to get clientcutomerid of a google adwords user  ?

i am creating an api system using google api  in which any google user will login and can see his campaign and ads related data

 my question is when a adwords user gets logged in using the js api provide by google . is there any method to get client customer id of that adwords user

or is if is it is possible to get clientcustomer id by email in google adwords php api ?

please help
