Can't create campaign negative user list criterion for VIDEO type campaign and conversion value rule set for PERFORMANCE_MAX campaign.

Hello Team, 

I am unable to create negative user list criterion from API for VIDEO campaign (Works when creating from UI). 

Video campaign error:

Also, I am trying to create conversion value rule set for PMAX campaign, but getting error (Can do it from UI and is stated here):
