Thank you for reaching out to us.
You may refer to this document as it has the correct code for updating but please note that the effective bidding field is related to what was discussed in this document . Technically, it will return the bidding that you've set when overriding at a specific level. I would suggest using this field ad_group_criterion.effective_cpc_bid_source first to know on what level the effective bid is coming from.
