Adwords API: AdGroupCriterionService->get returns 0 rows while web interface shows many placements

We are using Adwords API to get list of active placements (this may include placements that don't have any current traffic yet).

Web interface shows these placements, and we would like to retrieve them using the API. Here is the code that we used to get that list.

What could be the reason of API and WEB results difference?
