If they are facing the rate exceeded error more often and the response time has been increased while retrieving the keyword ideas, could you please ask them to follow this guide to take the necessary steps to reduce the chances of exceeding the rate limit. If the issue persists, could you please share the complete request and response logs along with the client customer id for me to investigate this further on our end? For your other concern, the API Compliance Team only grant one developer token per legal entity and therefore, it is not possible to have two different developer tokens attached to the same manager account for avoiding latency issues. Also, the developer token do not have any impact on these errors, these depends on the overall server load at any given time as mentioned in the shared guide.
