Regarding Google Ads Account Suspension

I was running Google search ads, but my sub-account under MCC was suspended due to a violation of the circumventing systems policy. I submitted an appeal, but it was not accepted.

I am wondering what the possible solutions are.

1. Continue to submit appeals until it is accepted.
2. Link a new Google Ads account - would there be any issues with this?
3. Create a new Google Ads account with a new Google account.

For those who have experience, how should I proceed regarding the suspended account, payment methods, and connections?
