Hi Remya,
To address your questions:
1) When you have too many vertices a POLYGON_TOO_MANY_VERTICES error
will be thrown. The description is "A polygonTarget has too many
vertices. (more than 100)".
2) Go to your Campaign Settings, edit Locations, select the Custom
tab, and click the "Custom Shape" link to add PolygonTargets in the
AdWords UI.
3) You can adjust your GeoTargets at any time using the
CampaignTargetService.
