Connect AdWords API from Localhost

My PHP website on my localhost seemed to be cannot connect to AdWords
API
Is it possible to test website on localhost to connect to AdWords API
and also SandBox too.

I used sample PHP code from Google to do it but it wasnt' work.

Does your local machine have full Internet connectivity? What happens
if you try to visit

https://adwords.google.com/api/adwords/v13/AdService

from a web browser running on the same machine?

Why do you think so? What error message do you get?

There is a fine PHP implementation of Adwords API. Perhaps you should
try this:
