I have been using the Adwords API for about a week now. I have been using the PHP client library.

 

Yesterday I received this error message:

QuotaCheckError.MONTHLY_BUDGET_REACHED

 

So today I went and upped my monthly budget for the API. Now I am receiving this error message:

QuotaCheckError.INCOMPLETE_SIGNUP


I asked the Adwords Support team by email and Takeshi replied saying to ask the Adwords Forum. I asked the Adwords Forum here and they told me to ask this forum.


Does anyone know how to resolve this error?

I've been getting the same error for 2 or 3 days too. Been working fine since 2006 up until now! What are google up to - and why do they always make changes at the busiest advertsising time of the year (biit frustrated, I'm losing all my planned advertising)?

I also tried emailing Paul, but no response so far - did anyone get a response?
 
I've done a bit of diggging around and discovered that someone at google has decided to set my developer token status to rejected - yes, this is the token that has been fine since 2006 - without bothering to tell me it has been done, let alone why.
I can reapply for it, but it says it can take 6 weeks! - so much for my Christmas advertising campaign. 
 
You can check your developer token status by logging in to you mcc account - perhaps this is the problem for everyone else too?

We're still experiencing this issue and it's becoming a huge pain for all of our clients. We also are unable to sign up any new customers due to this issue - it is pretty critical. 

We have been on the phone on hold for an hour and are unable to get through to technical support. 

Do you have any resolution for this at all? Is there a direct number we can call to reach you? Any workarounds for the time being?

Update:

For those accounts displaying "Developer token: Pending approval" or similar. Please follow instructions in this post to reapply for API access.

To find the status of your developer token:
  1. Login to your MCC account
  2. Navigate to My Account > AdWords API Center
  3. Under Developer details, see: Developer token

Last i make it work even though the status was Developer token: Pending approval. And so? 5-6 weeks process wait? You can not speed up as an exception?

Paul,

We already had access to the API and have been pulling reports fine while using API units and everything. Now we are being required to reapply? 

Our business has already been hurt by this for over 5 days - are we expected to wait 5-6 weeks in the normal approval process again?

Or, are you going to expedite the approval for those who already had access and are being effected by this issue?

Hello,

I'm getting this error also and have been waiting almost a week while my product has been down! It looks like the solution is to wait 5 to 6 weeks for another approval. Why can this approval not be made immediate when the mistake was Google's in the first place?  If there was no reason for the disabling of these accounts, why can they not be immediately reinstated? This mistake is crippling for my business, and my customers do not blame Google, they blame me. I guess that's why Google doesn't seem to care.

Hi Paul,

I did all that and still my token status is "Pending approval", and my Google adwords API is not working.
Is there anything that I can do other than wait for infinity?

Hi,

i m having the same issue but my developer token seems to be ACTIVE. All i get when i ask for AccountHierarchy is:

An error has occurred: [QuotaCheckError.ACCOUNT_INACTIVE @ ; trigger:'<null>']

Please help me.... I was waiting the approval since 4moths!

Hi Vivekananda,

QuotaCheckError.INCOMPLETE_SIGNUP means that you haven't accepted the latest AdWords API Terms and Conditions. To do this, you have to login to your AdWords API MCC, navigate to Billing->Billing Preferences and enter your credit card details. This will complete the signup process and accept the T&C as part of the process.

Hi Anash,

I checked the Billing Preferences, when I selected my country as India its asking me to send the front and back copy of credit card along with filled in authorization form.
we can send you the copy of front side of the credit card, but I am afraid that we can't send you back side of the credit card as it contains other critical information.

Also I have 2 questions.
1. We are using the same account for google adwords and getting billed on the same credit card for the adwords usage.
I am not getting why there is some special restriction on the adwords API call charges? or is this authorization required for normal bidding in adwords as well?

2. Is there a way to pre pay  for these API call charges?

I have the same error.

I have entered my billing information (Visa)!!!

I waste a lot time because i didn't get my Refresh_token 

1. i removed in getrefreshtoken.php:

2. i copied the Token from redirected url into:
 $user->SetOAuth2Info(
        $OAuth2Handler->GetAccessToken(
            $user->GetOAuth2Info(), "4/nR8XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX", $redirectUri));

this did not work:
        $OAuth2Handler->GetAccessToken(
            $user->GetOAuth2Info(), $code, $redirectUri));

After 2 Days i have now my refresh_token

And now i have the error on getcampaings.php

An error has occurred: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'']

What can i do?

Hello,

we have been having this issue since friday, I am certain that we have put in the billing information and took care of T&C on the spot, however, upon calling the API I am getting the following error still:

Hi Ilya,

Are you trying to use a dev token that is still pending approval to issue API requests against a non-test account?  While your token is pending approval you can only use it for API requests against test accounts, as outlined here.

Hi,

I see that your developer token is still pending review.  When calling the API are you trying to access a test account or a production account?  As noted in the Test Accounts Guide, you can only use a pending developer token to access test accounts.

Also, I see that the terms and conditions have not been signed on that account.  You should have seen the terms and conditions as part of the billing preferences setup.  If you go back into billing preferences but cannot sign the terms and conditions, please contact AdWords API Compliance using this form:

I have accepted all of the Terms, and have provided billing details. But Still getting INCOMPLETE_SIGNUP error, again a TEST MCC.
My Prod Customer ID: Customer ID: 106-493-3461
And Test MCC Customer ID: 237-223-9575

Can anyone please help!

Hi,

The only request I found using your prod developer token had your prod MCC in the clientCustomerId SOAP header. Could you double check and make sure you pass your test MCC or one of its child accounts in that header?

Note: I see that you somehow managed to request a developer token under your test MCC. Please ignore that token and use the one from your prod MCC instead.

Hello, I'm trying to make requests with my production key to test MCC and get this INCOMPLETE_SIGNUP error.

I have updated billing info on both MCCs.

I can see that terms and conditions have not been signed on your production MCC. Please contact AdWords API Compliance here if you cannot accept terms and conditions via the instructions outlined in our Common Errors guide.
