Using keyword volumes contradictions

to AdWords API and Google Ads API Forum

My developer token was recently rejected due to the reason they do not allow keyword research only tools to use this api,

I have found many sites that contradict this statement and must be getting their data from google somewhere along the line, example:

https://keywordseverywhere.com/

https://searchvolume.io/

https://dataforseo.com/apis/keyword-data-api

There are many things in their copy and FAQs that lead to believe they are using the ads api to get keyword volume for keyword research purposes. e.g. Sending up 700 keywords in a bulk request (Ads API limit)

Why are these tools allowed to use the API for these purposes? Do they all meet the RMF? Do they pay for access?
