Got error when create custom conversion goal

Hi, 

I want to add conversion action to search campaign

so base on this doc: https://developers.google.com/google-ads/api/docs/conversions/goals/campaign-goals#custom_goals

I need to create custom conversion goal.

But i got error while creating it.

Here is my request Id:
