Redirect Loop on Test Account Creation

Hi there.

I'm setting up a Test Account. I already have a Production account setup (pending developer token).

I am not logged into any other accounts when I attempt to create the Test Account.

After filling out the Test Account form, I get redirected to the Google Accounts login.

After typing in my credentials, I get endlessly redirected between three pages, this the following order:

I have retried on Chrome, Chromium, FF and Iceweasel, after wiping history, cache, cookies (and even licenses!) to no avail.
