No API signup in account

Hello, hope I can get some help.

I have followed  this https://developers.google.com/adwords/api/docs/guides/signup?refresh=1&pli=1

to open test account but I have no options to sign up for API?

Any  suggestion?

Hi, 

You'll only be able to sign up for API access from your production AdWords Manager account. Please create a Manager account using this link and apply API access by following the instructions provided here. You'll be granted a developer token with test access which can be used to target your test AdWords accounts.
