Unable to update campaign budget via API when campaign has "The bid simulator isn't available"

Hi, I was trying to update a campaign budget via API, the code works fine with all campaigns except with the ones with the following message:

"Campaign bid simulator

The bid simulator isn't available because this campaign was constrained by budget in the last 7 days."

Is there any particular reason why the API does not work with campaigns with that message?
