How to use keywordplan service api to forcast ecpc strategy ads campaign metrics

Hello there, we notice that we can forcast ads metrics by keyword planning service api. in api doc, we must provide cpc_bid_micros params when creating keywordplancampaign, but in google ads portal, we see that when choose ecpc strategy, we can get metrics by providing daliy budget. how can we do it by ads api?
